cloud-init software package provides Init scripts for cloud instances, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install cloud-init
cloud-init is installed in your system.
Make ensure the cloud-init package were installed using the commands given below,
$ sudo dpkg-query -l | grep cloud-init *
You will get with cloud-init package name, version, architecture and description in a table
